According to the requirements of the internal control documents of the Group company, since this day, our company will publicly conduct the centralized bidding for electrical materials in 2017. The bidders are Insulated Cabinet Company of China Railway Electric Group, Middle and Low Voltage Company of China Railway Electric Group, and China Railway Senyuan Power Technology Co., LTD.

This tender adopts the open bidding method, inviting the interested qualified bidders (hereinafter referred to as "bidders") to submit sealed competitive bidding documents for the supply and service of electrical materials.

This bidding is our company's daily operation activities. Our company does not charge any fees, and the bidders shall bear their own travel expenses.

1. Scope of tender

For details about the specific bidding business, please refer to "2017 Annual Centralized Bidding Documents for Electrical Materials -- Business Part" (Annex 1). For details about the bidding materials, please refer to "2017 Annual Centralized Bidding and Procurement of Electrical Materials" (Annex 2).

2. Bidder qualification requirements

2.1 A legal person or other organization that has the right to independently conclude a contract and the ability to perform a contract, has obtained the "three certificates in one" business license according to law, and the business license is valid.

2.2 The bidder is a general VAT taxpayer and has no illegal record in other procurement activities he has participated in in the past three years.

2.3 It has the ability to supply the required materials and quality control measures, and no major quality problems have occurred in the use of the products provided in the past three years.

2.4 Obtain valid production license stipulated by national laws, regulations, departmental rules and standards.

2.5 Good business reputation, sound financial accounting system, good financial status and market behavior. It is not in the position of having its business license revoked, qualification revoked, business suspension for rectification, cancellation of bidding qualification, property being taken over, frozen or entering bankruptcy proceedings by the competent authorities.

2.6 Outsourced raw materials, accessories, outsourced parts processed and imported in bulk shall meet the requirements of this bidding technical specification. At the same time, the bidder shall have the testing means and ability required for the acceptance of the above materials, components and components, or the supplier of materials, components and components shall provide the testing certificate.

2.7 In 2016, the bidding qualification has not been suspended, cancelled or cancelled by the State Grid or provincial network company.

2.8 It shall ensure that the products provided in this tender do not infringe the intellectual property rights, patents and other behaviors of the third party. If the tenderer (user unit) is ordered to stop the use, recover or demand compensation due to the infringement behavior of the winning bidder, all economic losses and legal liabilities arising therefrom shall be borne by the winning bidder.

2.9 Other requirements stipulated by laws and regulations shall be met.
